With the deadline for Election Commission’s voter enumeration for the Special Intensive Revision (SIR) of electoral rolls fast approaching, there is no clarity on the purpose of the exercise. On June 24, the EC listed a requirement of any one of the 11 documents and filling an enumeration form to make the cut for inclusion in the list. Faced with backlash, the EC is now just collecting forms without supporting documents. Which has led to an even bigger question, how will the EC identity voters in the absence of any document? Will the EC use discretion in identifying genuine voters?
