As it marks 100 years since its inception, the Uralungal Labour Contract Co-operative Society (ULCCS) stands at the centre of a compelling story about power, politics, and cooperative legacy in Kerala. Founded in 1925, ULCCS has grown into the country’s largest workers’ cooperative and a dominant player in Kerala’s construction sector. It now executes major infrastructure projects across departments—from highways to tourism—often without bidding limits, thanks to a recent Supreme Court-endorsed affidavit declaring the Kerala Government as the majority shareholder. While ULCCS enjoys support from successive governments, its deep ties with the ruling CPI(M) have raised concerns about political favouritism and monopolisation.
