In the Joint Statement issued after the 23rd India–Russia Annual Summit, India and Russia agreed to advance joint manufacturing in India of spare parts, components, aggregates and related products required for the upkeep of Russian-origin defence equipment.

This cooperation will be pursued under the Make in India programme through technology transfer and the establishment of joint ventures. The initiative is aimed at strengthening support for the Indian Armed Forces by ensuring reliable maintenance capabilities, while also enabling the export of jointly produced items to mutually friendly third countries.

In the Joint Statement issued after the 23rd India–Russia Annual Summit, India and Russia urged comprehensive reform of the UN Security Council to ensure it reflects current global conditions and becomes more representative, effective and capable of addressing international peace and security challenges.

Both sides emphasised that an updated Council must better mirror today’s geopolitical landscape. Russia reaffirmed its firm backing for India’s bid for permanent membership in an expanded and restructured Security Council, underscoring its long-standing support for India’s role in global governance and its inclusion in future decision-making within a reformed UN framework.

India and Russia reaffirmed their firm resolve to combat terrorism in all its forms in the Joint Statement released after the 23rd India–Russia Annual Summit. Both nations stressed the need to stop the cross-border movement of terrorists, dismantle financing networks, and eliminate any safe havens that enable such groups to operate. They issued strong condemnations of the terrorist attack in Pahalgam, Jammu and Kashmir, on April 22, 2025, as well as the attack on Crocus City Hall in Moscow on March 22, 2024.

The two sides reiterated that every act of terrorism is criminal and unjustifiable, and cannot be excused on religious or ideological grounds, regardless of the perpetrators or location. They also called for coordinated international action against all UN-listed terrorist groups, including Al Qaeda, ISIS/Daesh and their affiliates.

India and Russia underscored the importance of eradicating terrorist safe havens, countering extremist ideology, blocking financial channels that fund such activities, and disrupting the nexus between terrorism and transnational crime. They further emphasised preventing the cross-border movement of terrorists, including foreign terrorist fighters.

India, Russia reaffirm push for UNSC reform: Foreign Secretary

During Russian President Vladimir Putin’s visit to India, Foreign Secretary Vikram Misri said the discussions again underscored the shared commitment of both countries to overhauling global governance structures. He noted that India and Russia “underlined the imperative to reform the UN Security Council to reflect contemporary realities,” emphasising that both sides see this as a priority.

Misri added that cooperation in multilateral platforms remains strong, saying that India’s collaboration with Russia in the G20, BRICS and the SCO “remains forward-looking.” He stressed that these mechanisms continue to provide space for coordinated positions on global issues.

On bilateral matters, Misri said defence and military-technical cooperation continues to be robust. Russia, he noted, maintains its support for India’s Make in India initiative through joint production and technology transfer, an area that received significant attention in the leaders’ meeting.

Prime Minister Narendra Modi also acknowledged President Putin’s backing in expediting two new Indian consulates in Kazan and Yekaterinburg. Misri said these missions will enhance India’s outreach in Russia by strengthening trade links, academic ties, cultural exchanges and broader people-to-people engagement.

He reiterated that both leaders reaffirmed their “shared commitment to the reform of global governance” during the talks.

Indian Firms Can Fill Space Left by Western Exits in Russia: Roscongress CEO

Roscongress Foundation CEO Alexander Stuglev said India is well-positioned to expand its presence in Russia by entering sectors left open after the withdrawal of several Western companies. Speaking to ANI during President Vladimir Putin’s State Visit, he noted that Indian firms could successfully fill this space and pointed to visible gains already being made.

Stuglev said cooperation spans pharmaceuticals, IT, AI, cyber security, finance, agriculture, transport, energy, tourism and the automotive industry, stressing that these areas hold significant potential for further growth. He also highlighted Russian e-commerce platforms showcased at the India-Russia Business Forum as avenues for Indian small and medium enterprises to reach Russian consumers.

He added that regular business events will continue to strengthen bilateral engagement and urged Indian companies to seek reliable partners in Russia. At the Forum, Minister Maxim Reshetnikov said both countries aim to diversify trade and move toward the shared USD 100 billion target by 2030.

Putin vows steady energy deliveries to support India’s growth

Russia has reaffirmed its long-standing role as a key energy partner for India, with President Vladimir Putin stressing that Moscow will continue supplying essential resources to support India’s expanding economy. Speaking alongside Prime Minister Narendra Modi at a joint press briefing, Putin said the two nations share a “successful partnership in energy” and described Russia as “a reliable supply of oil, gas, coal and everything that is required for the development of India’s energy,” adding that shipments would remain uninterrupted.

He noted that cooperation now extends beyond fossil fuels, highlighting Russia’s work on “a flagship project to build the largest nuclear power plant in India.” Putin said both sides could also explore small modular reactors, floating nuclear plants and non-energy nuclear applications in sectors such as medicine and agriculture.

On connectivity, he said Moscow and New Delhi are advancing plans to develop new transport corridors, including the INSTC route linking Russia and Belarus to the Indian Ocean.

Putin pointed to growing collaboration in high-tech and manufacturing, including joint projects in digital technologies, space, machinery and industrial production under India’s Make in India framework.

He also underscored cultural ties, youth exchanges and shared geopolitical positions, saying both countries pursue independent foreign policies and advocate a more “just and democratic multipolar world order.”

PM Modi highlights skilled workforce, visa reforms at India-Russia forum

At the India-Russia Business Forum in Delhi, Prime Minister Narendra Modi underscored India’s expanding role in the global labour market, highlighting the country’s growing pool of trained professionals.

“India is emerging as the world’s skilled capital. Our young talent has the potential to meet global requirements," said Modi. The PM \noted that this aligns closely with Russia’s current demographic and economic needs, calling the partnership “extremely beneficial for both countries.”

He emphasised that targeted training could strengthen cooperation, explaining that “when we train Indian talent in the Russian language and soft skills, we can jointly develop a Russia-ready workforce that will accelerate the shared prosperity of both countries.”

Modi also announced progress on travel facilitation between the two nations. He said, “Today, we have taken several important decisions on tourist visas for citizens of both our countries,” adding that these steps would “boost tourism… create new business opportunities for tour operators, and open up new employment opportunities.”

Looking ahead, Modi said India and Russia are embarking on “a new journey of innovation, co-production, and co-creation.” He stressed that their shared goal extends beyond trade, saying India is prepared to work with Russia on “sustainable solutions to global challenges,” and urged partners: “Come, Make in India… and Together, Let Us Make for the World.”

At the India-Russia Business Forum, Prime Minister Narendra Modi outlined new areas where the two countries could expand cooperation, particularly in healthcare, pharmaceuticals, and manufacturing. He noted India’s global standing in the medical sector, saying, “Today, India supplies the highest quality medicines at affordable prices across the world. That's why India is also called the Pharmacy of the World.”

Modi highlighted multiple avenues for collaboration, stating that “together, we can collaborate on joint vaccine development, cancer therapy, radiopharmaceuticals, and API supply chains.” He said such cooperation would strengthen healthcare security and create new industries.

Turning to textiles, Modi said, “India has vast potential, from natural fibres to technical textiles,” and pointed to its presence in “design, handicrafts, and carpets.” With Russia being “a major producer of polymers and synthetic raw materials,” he said both nations could build a resilient textile value chain. Modi added that opportunities also exist in “fertilisers, ceramics, cement, manufacturing, and electronics.”

At the India-Russia Business Forum, Prime Minister Narendra Modi highlighted new areas of cooperation between the two countries, focusing particularly on clean and advanced mobility technologies.

He noted India’s progress in sustainable transport, saying, “India is today a global leader in affordable, efficient EVs, two-wheelers, and CNG mobility solutions.”

Modi pointed to Russia’s strengths in material sciences, describing it as “a major producer of advanced materials.” He said these complementary capabilities create opportunities for collaboration in emerging industries.

According to Modi, “together, we can partner in EV manufacturing, automotive components, and wireless mobility tech,” a partnership he suggested could serve both nations’ industrial needs. He added that such joint efforts “will not only meet our own needs but also contribute to the development of the Global South, especially Africa.”

Modi’s remarks framed mobility innovation and advanced materials as promising areas for deeper India–Russia economic engagement.

PM Modi outlines connectivity and sector reforms at India-Russia Forum

At the India–Russia Business Forum in Delhi, Prime Minister Narendra Modi highlighted India’s recent policy shifts aimed at expanding private-sector participation in critical industries. “Defence and space have been opened to the private sector. This has created new opportunities in these sectors. Now we are going to open the door to new possibilities in the civil-nuclear sector as well," he said.

Modi described these moves not only as administrative steps but as “mindset reform,” adding that “the only resolve behind these reforms is a developed India.”

Modi outlined several proposals to deepen cooperation with Russia, beginning with logistics and connectivity. He noted that during the meeting, he and President Vladimir Putin “emphasised realising the full potential of our connectivity.”

He stated that both sides are committed to progressing on the INSTC, the Northern Sea Route and the “Chennai-Vladivostok Corridor,” saying that “progress will be made in this direction soon.” According to Modi, these steps would “reduce transit times, lower costs, and open up new markets for businesses.”

He added that digital tools could strengthen trade, explaining that “with the power of digital technology, we can connect customs, logistics, and regulatory systems through virtual trade corridors,” enabling faster procedures and “more seamless” cargo movement.
