Vijay positions himself as voice of South after TN Assembly's anti-delimitation move

The Tamil Nadu Assembly, on Wednesday (August 12), adopted a resolution to provide 33 per cent reservation for women in Parliament and to freeze the existing 543 Lok Sabha seats. With the passage of the resolution, Chief Minister C Joseph Vijay is trying to position himself as a voice of the South beyond Tamil Nadu.

The resolution, moved by Vijay, opposes the proposed delimitation exercise and argues that Tamil Nadu should not be penalised for successfully implementing population-control measures.

Immediate implementation of women’s reservation

His emphasis on women’s reservation, political observers say, also gives his delimitation position a sharper electoral message. Rather than opposing delimitation alone, Chief Minister Vijay is attempting to separate it from the implementation of women’s reservation and make the latter an immediate political demand.

“The 33 per cent reservation for women should be implemented in the 2029 Lok Sabha elections itself, based on the existing 543 constituencies. The 33 per cent reservation for women should not be delayed any further. In Tamil Nadu, more women have voted than men. Providing reservation for women is not a concession; it is a matter of social justice,” Vijay said in the Assembly.

Key demands

The resolution has four major demands - retaining the total number of Lok Sabha seats at the existing 543, freezing the inter-state allocation of seats according to the current proportion of representation, maintaining the existing 2.2:1 ratio between population and representation and implementing 33 per cent reservation for women in the 2029 Lok Sabha elections based on the existing 543 constituencies.

The resolution argues that southern states, particularly Tamil Nadu, should not lose their political representation because of their success in population control.

‘Echoes public sentiment’

Political analyst Peer Mohamed said Vijay was reflecting a sentiment in Tamil Nadu that population control should not result in political disadvantage. According to Mohamed, Vijay’s intervention intends to echo public sentiment and demonstrates greater clarity in his political positioning since assuming office.

“He has given this resolution to the Assembly to echo the public sentiment. He is saying that he wants to change his voice for the southern states. The resolution's emphasis on retaining 543 seats also gives Vijay a clearly defined position on delimitation, rather than simply expressing opposition to the exercise.

“He says 543 seats should be frozen and there should not be a delay in implementing reservation for women. This shows that he is not just projecting himself as a southern leader but aspiring for a much bigger national role,” he told The Federal.

‘Visionary resolution’

Political strategist Stalin Muthusamy, who had worked with various political parties including Tamilaga Vettri Kazhagam (TVK) in the 2026 Assembly elections, said that this resolution should be looked at as a continuation of TVK’s intention to bring greater women’s participation into the political arena.

“Their intention is good, they want equal participation for women in the political domain. Data says that the TVK-led Cabinet has more women MLAs and ministers compared to the 2021 DMK regime. I see this as a visionary resolution, where a new party is evolving to meet contemporary political needs,” Stalin told The Federal.

Stronger political focus

Political analyst R Ilango pointed out that Vijay had clearly separated the issue of women’s reservation from delimitation and taken efforts to usurp the image built by DMK leader MK Stalin as a big brother of the Southern states. “He said that women’s reservation should not be combined with delimitation. Demanding 33 per cent reservation in 2029 LS polls is a good idea. He spoke with clarity on this issue,” Ilango told The Federal.

Ilango mentioned that the DMK had also opposed linking women’s reservation with delimitation, but argued that Vijay had given the issue a stronger political focus.

“The DMK was also against combining 33 per cent with delimitation. So, he is reflecting Tamil Nadu’s stand. But he is stressing on giving 33 per cent to women. That is an important political point. He largely depends on women and Gen Z. So, his political vision revolves around women and Gen Z. He is stressing this and highlighting it,” Ilango said.

Vijay’s southern outreach

Beyond the immediate Assembly resolution, the political messaging around delimitation could have implications for Vijay’s attempt to expand his political footprint beyond Tamil Nadu. Ilango said Vijay could be attempting to occupy the political space once strongly associated with Stalin on federalism and opposition to centralisation.

“In the southern states, Vijay could emerge as a popular leader, anti-central, anti-BJP leader. Stalin was projected like that. He took that stance very aggressively. Vijay is trying to usurp that position which Mr MK Stalin held among the southern states,” he said.

However, Ilango said Vijay’s emergence as a wider southern voice would depend on whether he can build sustained political engagement with other southern states.
