Challenges ahead for DK Shivakumar as he is set to become Karnataka CM

From trusted Congress troubleshooter to a potential future CM face, his growing influence comes with challenges from JD(S), BJP, legal battles, and internal power equations within the Congress

Karnataka Deputy Chief Minister and state Congress president DK Shivakumar has steadily emerged as one of Congress' most influential organisational leaders, not merely within Karnataka but also at the national level, earning recognition as a trusted troubleshooter for the party leadership. While he is not yet considered a traditional mass leader with a statewide social coalition behind him, his political management skills, crisis-handling abilities, and the capacity to deliver electoral outcomes have elevated his importance within the Congress party and strengthened discussions around his future leadership prospects in Karnataka.

Over the years, Shivakumar has built an image as a dependable strategist capable of handling politically-difficult situations. From managing party crises to safeguarding legislators during periods of instability and strengthening organisational networks, he has repeatedly demonstrated his value to the Congress high command. His close coordination with the national leadership and ability to execute political strategies have made him a key Congress troubleshooter beyond Karnataka politics.

Within Karnataka, his influence has expanded steadily in the Vokkaliga-dominated Old Mysuru region. Though not yet seen as a statewide mass mobiliser, Shivakumar has gradually strengthened his position through organisation-building, electoral management, and community outreach. His contribution during the 2023 Assembly elections, particularly campaign coordination and strengthening the Congress in Vokkaliga strongholds, significantly increased his political stature inside the party.

Consolidating Vokkaliga leadership

However, consolidating leadership in the Old Mysuru region remains one of the biggest political challenges before Shivakumar. A critical political task lies in weakening the traditional support base of JD(S) while countering BJP's efforts to expand its influence among rural Vokkaliga voters. Though JD(S) may have weakened organisationally, its emotional and caste-based connection with sections of Vokkaliga agrarian communities continues to remain intact.

Political observers believe that the Congress cannot rely only on electoral arithmetic to consolidate this support base but must position itself as a long-term protector of Vokkaliga socio-economic interests.

At the same time, BJP's attempts to expand its footprint among Vokkaliga communities through cultural and social mobilisation add another layer of challenge. The Congress leadership would need to simultaneously strengthen grassroots networks while ensuring that regional leaders remain politically invested in the party structure. Political management inside the Congress also remains equally important. Sustaining support among legislators requires balancing regional aspirations, ensuring constituency-level development allocations, and providing clarity over future power-sharing arrangements and political opportunities within government structures.

Balancing Vokkaliga, AHINDA interests

Another major challenge lies in balancing Vokkaliga political aspirations alongside the AHINDA social coalition — minorities, backward classes, and Dalits — strongly identified with Chief Minister Siddaramaiah's politics. The debate over welfare priorities, political representation, and emerging discussions around caste-based political equations have created underlying tensions that require careful handling.

Political analysts believe that any future leadership model would need to avoid presenting Vokkaliga interests and AHINDA priorities as competing political forces. Instead, the challenge would be to build a broader governance framework where social justice politics and agrarian community aspirations complement one another rather than collide.

Twin challenge from JD(S) and BJP

The challenge from HD Kumaraswamy and the BJP comes from their strong political combination. JD(S) continues to have an emotional connection and traditional support among Vokkaliga voters at the grassroots level, while the BJP brings strong organisational strength and support in urban and semi-urban areas.

As a union minister and an important Vokkaliga leader, Kumaraswamy has been trying to project the Congress leadership as being against the interests of the Vokkaliga community, especially by highlighting concerns of farmers and rural voters.

At the same time, the BJP is using this alliance to strengthen its presence in rural parts of the Old Mysuru region. The party is trying to attract different Vokkaliga groups through social strategies and cultural narratives. Because of this combined political challenge, the Congress leadership faces a difficult battle against both JD(S)'s traditional caste-based support and BJP's organisational strength.

Active investigations by central agencies, including the CBI and ED, related to disproportionate assets and money laundering allegations continue to remain a political challenge. These legal issues can become a political vulnerability and may be used by opponents or create pressure during important political developments.

DKS vs HDK

The political rivalry between Shivakumar (DKS) and Kumaraswamy (HDK) has increasingly become a battle for dominance over the Vokkaliga vote base in Karnataka, particularly in the politically-crucial Old Mysuru region. While Kumaraswamy seeks to retain JD(S)'s traditional support among Vokkaligas, Shivakumar has been attempting to expand Congress' influence and emerge as a stronger political alternative within the community.

There was a time when Shivakumar supported Kumaraswamy during the JDS-Congress coalition government in 2018 by helping him become a deputy chief minister. Shivakumar even tried to prevent Congress MLAs from joining the BJP, but failed.

Now, however, the two are not on good terms with each other, and there is a continuous war of words and political allegations between them.

Balancing act required

If Shivakumar becomes chief minister, one of his biggest political challenges could come from managing equations with Siddaramaiah's political legacy and support base within the Congress. Siddaramaiah enjoys strong backing among the AHINDA and also has a loyal group of MLAs and senior leaders built over decades in politics.
