PM or HM must give assurance that Bill will be implemented by 2029: Kapil Sibal

There has never been a delay in conducting the Census but the 2021 Census has not been done yet. The last Delimitation process has taken over 4 years and the next Delimitation exercise, as per a constitution amendment made in 2002, is due in 2026. The problem (with the Bill's implementation) will be that this not be implemented before 2029. I have only one demand. The PM or the home minister must come to this House and give an assurance that if this is not implemented by 2029, we will resign, says Kapil Sibal.
