Bill is incomplete: Rahul


Rahul Gandhi: I support the Women's Reservation Bill. Yesterday there was talk about the Sengol and the symbolism of the transfer of power... from our inception, we gave a vote to all people and that was a sign of transfer of real power. .. in many ways the fight taking place today is between transferring power and taking it away. The panchayati raj reservation for women was the first step of real transfer of power to women and today, this (WRB) is yet another good step... in my view there is one thing that makes this Bill look incomplete. There should have been reservation for OBC women in this Bill. A large chunk of women being excluded from this Bill. The other 2 strange provisions in the Bill are the requirement of Census and delimitation before implementation. Is this not designed to push the ball forward by 8 to 10 years and then see how things go forward.. my friends always want to take attention away from other issues, Adani being one of them... This is a nice building, nice peacocks on the walls and elsewhere but I would have liked to see the President of India in this House.. the other thing the government wants to distract from is the demand for a caste census. I took a look at the different institutions that define how this country moves forward; LS, RS, judiciary, press... and I looked at the participation of OBC population in these institutions. The most important set of people who define how this govt functions are the 90 secretaries in various departments. I asked how many of them are from the OBC community. I was shocked at the answer. Only 3 are OBCs and these secretaries control just 5 percent of India's Budget.
