In what seems to be a damage control measure ahead of the Goa carnival scheduled later this month, Chief Minister Pramod Sawant on Saturday (February 15) sought to downplay the terror threat, in view of which of Section 144 was imposed in the state earlier this week.
The collectors of North and South Goa districts, earlier this week, had issued notification under section 144 of the Code of Criminal Procedure (CrPC) claiming there was a threat input related to the state and also possibility of anti-social activities taking place.
“Imposition of Section 144 in Goa is nominal. It was a routine circular but media gave extensive coverage to it. I have discussed the issue with both the district collectors and will be reviewing the circular. The state is not facing any terror threat and the circular was just for administrative sake,” he said.

“The state is very safe. There should not be any impact of this circular on Carnival and Shigmo celebrations. Tourists and foreigners coming to Goa for carnival or tourism in general should travel without worry. Everyone is welcome to Goa,” the chief minister added.
Section 144 of CrPC gives the district administration and police powers to take steps to prevent the occurrence of a cognisable offence. The circular came at a time when Goa is preparing for the world-renowned carnival which is expected to attract thousands of tourists, and Shigmo folk festival.
