Nilgiris Mountain Railways – Is Heritage being privatised?

The operation of the UNESCO heritage mountain train service in The Nilgiris last week has caused outrage among some political parties and unions in Tamil Nadu. The polemics is around an alleged attempt to "privatise" the heritage train service by allowing chartered tourist operators to run the services during the weekends. Is that the case?
