    Lack of commercial LPG: Stocks can last only for 1-2 days, say TN Hotels

    Restaurants across Tamil Nadu are staring at a bleak future with existing stock expected to last only for one or two days due to a lack of commercial LPG cylinder supply amid the West Asia conflict, hoteliers said on Tuesday (March 10).

    Some of the hotels and restaurants have already cut the number of food items offered in order to reduce the LPG use, officials said.

    "It is like a second COVID-19-enforced lockdown for us. We are cutting down on the usage of LPG cylinders. We have reduced the number of food items. For Dosa, tea or coffee, the stove should be receiving LPG supply non-stop. We have cut the number of items now and are providing food only in limited numbers," the chairman of a popular restaurant chain told PTI on condition of anonymity.

    The Tamil Nadu Hotels Association, a body representing the hotels and restaurants in the State, on March 7, appealed to the Centre to withdraw its order instructing oil marketing companies to suspend commercial LPG cylinders.

    On March 6, the government invoked, sparingly used emergency powers to direct oil refineries to ramp up LPG production to increase the availability of domestic cooking gas to avoid potential disruptions due to the widening West Asia conflict.

    On March 7, the prices of domestic LPG and commercial cylinders were hiked by Rs 60 and Rs 114.5, respectively.

    Gogoi sticks to points; Rijiju objects

    As Gaurav Gogoi recounts how Rahul Gandhi was repeatedly interrupted by ministers and BJP MPs, Jagadambika Pal interrupts, saying the motion is against the Speaker, and not against the government, and so Gogoi must limit his points to the Speaker.

    Union Parliamentary Affairs minister Kiren Rijiju tells Gogoi that if the Opposition speaks on issues beyond the Speaker and drags in the government, the Treasury MPs will do the same when they reply to the discussion.

    Gogoi retorts, saying the history of Lok Sabha, whenever analysed, will show that no parliamentary affairs minister in history has interrupted Opposition MPs as much as Rijiju has.

    Union Home Minister Amit Shah responds, saying Gogoi is correct and Rijiju has made many interruptions but only because in the history of Parliament there has never been a more irresponsible Opposition.

    As Gogoi reiterates how Rahul was not allowed to speak on the Motion of Thanks to the President's Address and was repeatedly interrupted, Pal says the rules don't allow him to make these allegations as his submission must be limited only to the Speaker and not raise issues about the government.

    Gogoi reiterates Article 95(2) dictates that the House has to determine who will preside over proceedings and the sense of the House has not been taken in the current matter. Gogoi says this is the same lack of fairness that the House has been witnessing for the last 5 years, adding that despite the INDIA Bloc having over 200 MPs in the current House, the post of Deputy Speaker, which conventionally is occupied by an Opposition MP, has been kept vacant.

Article 96 of the Constitution says Speaker or Deputy Speaker should not preside while a notice seeking removal is pending. When the Speaker is not allowed to preside over functions during the pendency of a motion, I want to ask how it has been decided that Jagdambika Pal will be sitting in the Chair to preside over this discussion. I want to record to reflect our strongest objection that sense of the House was not taken to decide who will preside over the discussion.''

    Speaker still has all the powers, says Jagadambika Pal

    BJP MP Ravi Shankar Prasad says all objections raised by Opposition MPs are baseless and should be rejected.

    Presiding officer Jagadambika Pal says office of the Speaker is not vacant and so the Speaker has powers to appoint anyone to preside over proceedings. Pal argued that only if the Opposition's resolution had been adopted by the House and the Speaker was removed, his powers to appoint would end.

    Owaisi: Pending removal motion bars Speaker from adjudicatory decisions

    AIMIM MP Asaduddin Owaisi cites the Supreme Court's Nabam Rabia judgment to question Jagdambika Pal's (presiding over House proceedings) appointment by the Speaker to preside over the discussion on the motion.

    Owaisi says Nabam Rebia judgment bars Speaker from taking any adjudicatory decisions while a motion seeking his removal is pending.

    BJP MP Nishikant Dubey and Union Parliamentary Affairs minister Kiren Rijiju rebutted Owaisi, saying Article 95(2) and previous rulings in the House allow the Speaker to appoint any person to chair proceedings of the House.

    Congress MP KC Venugopal questioned why the government has not allowed appointment of a Deputy Speaker for the past 7 years. Venugopal said the government has created a constitutional vacuum by not allowing the Deputy Speaker's election, as a Deputy Speaker's presence would not have led to questions over the Speaker's power to appoint an MP to preside over proceedings.
