New audit framework to strengthen accountability in cooperative sector: ICAI
The initiative aims to improve financial oversight, promote transparency and strengthen governance in multi-state cooperative societies
Strengthening financial accountability and governance in the cooperative sector is crucial for protecting members’ interests, improving public confidence and ensuring the responsible management of collective resources. Against this backdrop, the notification of the Multi-State Co-operative Societies (Auditor’s Report) Order, 2026, marks a significant step towards strengthening statutory audit practices, with the Institute of Chartered Accountants of India (ICAI) contributing to the process through technical inputs and professional guidance.

The Ministry of Cooperation notified the order on October 14, 2026. The ICAI, through its Cooperation and NPO Committee, reviewed the draft order and submitted a comprehensive audit checklist to the ministry, supporting efforts to bring greater structure and consistency to audit reporting in multi-state cooperative societies.
Towards greater financial accountability
Cooperative institutions play an important role in India’s economic landscape, providing members with access to credit, livelihood opportunities and other essential economic services. Strengthening their audit mechanisms can help improve oversight, identify potential financial irregularities and flag governance-related concerns, thereby encouraging timely corrective action.
Commenting on the development, ICAI president CA Prasanna Kumar D said the introduction of MSCARO, 2026, would bring a more structured approach to audit reporting. The framework is expected to help auditors examine critical aspects of a cooperative society's financial functioning, identify potential irregularities and highlight governance concerns. This, in turn, could support the timely detection of financial and compliance risks and strengthen institutional oversight.
The ICAI is also developing a guidance note on MSCARO, 2026, to help auditors navigate key audit requirements. The proposed document is expected to provide a structured reference for addressing important audit considerations, promoting consistency in audit practices and improving compliance with applicable statutory and regulatory provisions.
Building grassroots audit capacity
Alongside its contribution to policy and professional guidance, the ICAI is expanding capacity-building initiatives to strengthen expertise at the grassroots level. The programmes aim to equip cooperative societies and departmental auditors with the knowledge and skills needed to respond to evolving financial, audit and regulatory requirements.
As part of these efforts, the institute organised capacity-building programmes for cooperative societies in Leh and Kargil. The sessions focused on improving financial management, strengthening governance practices and raising awareness of regulatory compliance requirements among cooperatives in Ladakh.
Advancing cooperative sector governance
In another initiative, the ICAI's Cooperation and NPO Committee organised a capacity-building programme for departmental auditors in association with the Cooperation Department of the Mizoram government. The programme focused on enhancing auditors’ technical knowledge and professional competencies to improve audit quality and strengthen financial oversight.

The initiatives reflect a broader effort to combine stronger audit practices with professional training and institutional collaboration. Effective implementation, supported by skilled auditors and sound governance practices, will be essential to translating the framework's objectives into meaningful improvements on the ground.
Through its policy-level contributions and capacity-building programmes, the ICAI said it would continue to support the Centre's vision of ‘Sahakar se Samriddhi’, which seeks to promote prosperity through cooperation.
