Biggest disruptor in the Rajya Sabha is the chairman: LoP Rajya Sabha Mallikarjun Kharge
Congress president and LoP Rajya Sabha Mallikarjun Kharge said, "The post of VP is the second-highest constitutional office of the country. From 1952 till today, no VP has faced a resolution seeking his removal because they have always conducted themselves in a bipartisan, impartial manner and have run the Rajya Sabha as per rules. But today we are constrained to say that rules have been set aside and politics has taken over in the Rajya Sabha.
India's first VP, Dr S Radhakrishnan had told the House in its first sitting that he does not belong to any party. This showed his impartiality. But today, in the 75th year of the adoption of our Constitution, the biased and partisan behavior of the current RS Chairman has forced us to bring a resolution of no confidence.
For the past 3 years, he has run the House in the same fashion. He praises the govt ad nauseam, calls himself the Eklavya of RSS, insults the Opposition by making objectionable statements about individual MPs.
The House has many distinguished members, many of them have decades of legislative experience but the Chairman insults even them, gives them lectures. If MPs from the Opposition get 5 mins to speak, the Chairman decides to interrupt and then speaks for 10 minutes himself.
The Chairman, in a planned manner, doesn't allow the Opposition to raise issues against the government.
It seems like he is working in anticipation of his next promotion. I have no hesitation in saying that the biggest disruptor in the Rajya Sabha is the chairman.
