
Pandian’s bureaucrat wife Sujata Karthikeyan joins BJD; who is she?
Credited for successfully running the BJD government’s Mission Shakti programme, Sujata is being seen as a vital character in Naveen Patnaik’s succession plan
Retired IAS officer Sujata Rout Karthikeyan, wife of former Odisha chief minister Naveen Patnaik's close aide VK Pandian, formally joined the Biju Janata Dal (BJD) on Thursday (June 25).

Patnaik announced her induction after a meeting at Sankha Bhawan, the party headquarters in Bhubaneswar.
"I would like to welcome Sujata Rout to the BJD. She will be joining the party as a simple member. She has been an IAS officer and held several important positions, including her last assignment where she looked after many women of our state," Patnaik said, hinting at Sujata’s stint with Mission Shakti, the BJD government’s flagship programme to empower rural women.

"I am sure, as time passes, she will get used to her new position. She will learn to lead people, particularly women," he added.
Is a succession plan in the offing?
While Sujata’s entry is being speculated by many as part of Patnaik’s succession plan for the party, the BJD supremo rubbished the rumours and said he will continue to lead the party in the next elections.
"I would like to repeat again for the information of the media and all other people that, of course, I will lead the BJD in the next elections. I want to make it very clear," he said.
Pandian, who served as Patnaik’s private secretary when he was chief minister, was accused of pulling the strings from behind and managing the party’s strategy for the 2024 Assembly polls, sidelining key BJD leaders and causing an atmosphere of dissent in the party. When the BJD lost the elections to the BJP in the 2024 polls and couldn’t secure a re-win in any of the 20 (of a total of 21) Lok Sabha seats that it held, the whole blame fell on ‘Tamil babu’ Pandian.
At this juncture, the entry of his wife into the BJP is said to have added fuel to an already raging fire.
Despite Patnaik’s denial about a succession plan, an Indian Express report quoting a BJD leader says that Pandian, who continues to be a close confidante of the party chief, was instrumental in his wife’s induction.
“With the BJD out of power and Patnaik advancing in age, it’s not possible for him to run the party singlehandedly. Among the current lot of BJD leaders, no one enjoys Patnaik’s trust to be his second in command. To save the party from further damage, Patnaik has to shape the succession plan,” IE quoted the leader as saying.

The report, quoting BJP insiders, said the decision to induct Sujata was taken earlier this month during Patnaik’s Delhi visit, where he consulted his elder brother Prem Patnaik on the party’s future. Another BJD leader said Patnaik wanted to bring Sujata first to the party before Pandian.
Who is Sujata R Karthikeyan?
A 2000 batch Odisha-cadre IAS officer, Sujata, a native of Kendrapara district, is widely credited with expanding Mission Shakti.
Her entry into active politics comes after her bureaucrat-turned-politician husband, Pandian, announced his withdrawal from active politics following the BJD's defeat in the 2024 Lok Sabha and Assembly elections.
While Pandian stepped away from politics after the electoral setback, Sujata continued in the bureaucracy before resigning from the civil services on March 13, 2025, around nine months after the BJP formed the government in Odisha.
The 51-year-old is a bachelor’s degree holder in political science from Lady Shri Ram College, Delhi and holds a Master’s degree in international politics from Jawaharlal Nehru University.

She met Pandian during their IAS training in LBSNAA, Mussorie. Pandian, who was earlier allotted the Punjab cadre, is said to have changed it to Odisha for his wife’s sake.
Administrative laurels
Besides, Mission Shakti, Sujata, as Sundargarh’s Collector, is credited with increasing school attendance in the Maoist-affected district by adding eggs to mid-day meals twice a week. The successful model was later followed by other districts. Besides being lauded for giving cycles to school-going girls, she was fondly called “Football Collector” for distributing footballs in remote villages of Sundargarh.
The bureaucrat is also credited for playing an instrumental role in implementing the Mamata scheme, an initiative for pregnant and lactating mothers that aimed at encouraging institutional delivery.
She helped in mobilising almost 70 lakh women under over six lakh Self Help Groups as part of the Naveen government’s Mission Shakti – a scheme that translated into votes – to help women become financially independent. The BJD government appointed her as the secretary for the Mission Shakti department when it was created in 2021.

She served in the post till her transfer to the finance department based on allegations of misconduct and misuse of public office brought forth by the BJP.
A month later, and following the BJD’s defeat in the 2024 polls, and when her husband Pandian disappeared from the limelight, Sujata made headlines for taking an extended leave, citing “child care”, from May 31 to November 26.
‘Will work with sincerity, dedication’
Speaking at her induction, Sujata said she would work sincerely for the people of the state.
"I have availed opportunities to serve the people of Odisha for 24 years under the leadership of Naveen Patnaik. Today, I got the same opportunity again to serve the people of Odisha under his leadership," she told reporters after joining the party.
"I will work for the people of Odisha with sincerity and dedication, with the blessings of Lord Jagannath, party leaders, and millions of BJD workers," she added.
