India-US relations have long been shaped by a third factor: Pakistan. While successive governments in New Delhi have sought to persuade Washington to deal with India and Pakistan separately, US President Donald Trump’s second term appears to have altered that equation, with Washington-Pakistan ties warming even as pressure on India has increased.

The India-Pakistan relationship remains deeply affected by violence linked to the Kashmir issue. New Delhi has long accused Pakistan of supporting cross-border terrorism and maintained that normal relations cannot develop as long as Islamabad continues with such a policy.

For decades, India has therefore pursued a policy of “de-hyphenating” its relationship with the US from Pakistan. The argument has been that Washington should deal with India and Pakistan independently rather than viewing them through a single South Asian framework.
