NIA names LeT chief Hafiz Saeed in supplementary chargesheet on Pahalgam terror attack

NIA has named Lashkar-e-Taiba chief Hafiz Saeed in its supplementary chargesheet on the Pahalgam terror attack, alleging conspiracy and waging war against India


Lashkar-e-Taiba chief Hafiz Saeed has been named as an accused by the National Investigation Agency (NIA) on Monday (July 6) in its supplementary chargesheet on the Pahalgam terror attack. The NIA has charged Saeed both in his individual capacity and also as chief of the banned LeT and its active proxy organisation The Resistance Front (TRF).

According to the chargesheet, filed before the NIA special court in Jammu, Saeed has been charged under various sections of the Bharatiya Nyaya Sanhita (BNS), 2023 and the Unlawful Activities (Prevention) Act, 1967.

NIA has also charged Saeed with waging war against India and hatching a conspiracy from across the border.

Supplementary chargesheet

The supplementary chargesheet, filed in continuation of the original 1,597-page chargesheet, provides details of Pakistan’s conspiracy, Saeed’s role and supporting evidence collected by NIA in the case through meticulous scientific investigation and on-ground examination, stated the NIA.

In its earlier chargesheet filed on December 15, 2025, NIA named Pakistani handler Sajid Jatt as an accused, along with three terrorists killed by security forces during Operation Mahadev in July 2025, as well as two other arrested accused.

It also charged the proscribed LeT/TRF terrorist organisation as a legal entity for its role in planning, facilitating, and executing the Pahalgam terror attack.

Attack and probe

The deadly attack in Pahalgam on April 22 last year targeted tourists; 25 tourists and a local were shot dead by the Pakistan-sponsored terrorists. An FIR was initially registered by the police station in Pahalgam. After initial investigations, the case was transferred to the NIA by the Union Home Ministry.

"NIA continues to probe the case to unravel the complete conspiracy by Pakistan, which has been actively sponsoring terrorism on Indian soil from across the border," the statement said.

Earlier findings

In its original chargesheet, the NIA identified three Pakistani terrorists-Faisal Jatt alias Suleman, Habeeb Tahir alias Jibran Bhai, and Hamza Afghani-as those responsible for the killing of the tourists.

All three were later killed by security forces during Operation Mahadev in July 2025. The agency also named TRF leader Sajid Saifullah Jatt, alias Langda, along with two local accused, Bashir Ahmad Jothatd and Parvaiz Ahmad, who were arrested in June last year.

The NIA also arraigned the banned LeT and its proxy outfit, TRF, as entities for their alleged role in planning, facilitating, and carrying out the terror attack.

Operation Sindoor

According to the agency, its investigation has concluded that the terror attack “involved religion-based targeted killings by the Pak-sponsored terrorists”.

In response to the Pahalgam terror attack, India launched Operation Sindoor in the early hours of May 7, 2025. The operation targeted terrorist infrastructure and military installations in Pakistan and Pakistan-occupied Kashmir before a ceasefire came into effect on May 10, 2025.
